If permits are required and they have no permit, they can be cited through a summons or an arrest for carrying a pistol without a permit. And the weapons can be seized until they obtain a permit. The next morning the phones begin to ringing with citizen phone calls reporting their vehicle was broken into last night and their firearm was stolen.

Because pistol permits were required, law enforcement now have in their possession the weapons which were in the vehicle stopped the night before.
